As per the ODISHA Mineral rules 2007, to transport mineral from one Source to the destination, the mining lease holder and as well as the licensee( trader or Industry) need to get a transit permit from the concerned mining circle office. With the online system the user needs to fill in an online form to submit an application by mentioning the dispatch details. The information captured is the form is based on the OMPTS Rule 2007.
To start the e-Permit system the Lessee after raising, proper dressing, stacking, grading and analysis of the mineral applies to the circle Deputy Director of Mines (DDM) notifying their intention to remove mineral with details along with consignee & destination in Form J. In case of Licensee, for Procurement, Sale & Onward Transport of the mineral, they apply to the circle DDM by mentioning the purpose & destination to remove such mineral in Form H.
The Mining Department officials, checks the consigners mineral Stock, statutory clearances and consignee statutory clearances & License validity. The Senior Inspector of Mines verifies the stacks with reference to the chemical analysis report, area from which mineral raised or procured, balance stock etc. On the basis of the report of Senior Inspector of Mines, either the MO issue instruction to pay application fees & Royalty online for further approval or sends proposal for rejection to the DDM.
The IT tool developed, automates the validation checking on Environmental, Pollution, Forest, Surface right Clearance of Minimum Production Quantity, Mining Plan Validity, Lease working Status, License Validity of the licensee, Pollution OSPCB Clearance validity of Licensee and checks condition for export through self-account/ Dispatch by port or by road.
Further Lessee needs to enter the following details like Chemical Analysis, Query no. & Stack no. from where mineral is to be dispatched, Nature & Grade of Mineral to be dispatched, Stack Size in terms of length, breadth, height & conversion factor, Name of the Consignee & its circle, Destination details to where the mineral to be transported, Dispatch through By Road, By Inside/Outside Railway siding, by Port. In one application multiple stacks can be added by mentioning multiple consignees. On submission of the request for permit, the application system auto checks the consigner & consignee statutory clearances & validity. After final approval the system generates the Transit Permit by putting unique Permit No, details of mineral to be dispatch & its validity Period in prescribed Form L as per Orissa Mineral Rules, 2007. With the introduction of e-Permit all the above process is now paperless with audit trails.
